Seminar Abstract
The Water
Framework Directive as the Paradigm for the Ecological and Chemical Protection
of European Surface Waters Water protection policy has developed in Europe, not surprisingly, in a
different manner than in the US. For example, the application of the
precautionary principle and the bottom-up implementation reflects the European
culture and the subsidiarity of the European Commission to the Member States.
After a short introduction of the Joint Research Centre and the Institute for
Environment and Sustainability, the components and state of implementation of
the European Water Framework Directive concerning ecological status and chemical
pollutants will be presented. The working procedure and outcome of the various
Working Groups will be presented. This is fundamentally important because
science gets injectedinto policy in the WGs (consists of Member State and
Commission experts). The derivation of goodecological status and chemical status
of water bodies in Europe is the aim. The monitoring and assessment requirements
by the European Member States (EU 25) for the protection of the ecological and
chemical status of surface waters are breathtaking, challenging and innovative.
The implications of the implementation of the WFD to ecological and chemical
monitoring by EU Member States will be addressed, especially emphasizing future
activities and challenges. If time permits, key issues in Europe in the
implementation of the European Marine Strategy and its linkage to the WFD will
be presented. |
